Either a bug or the vibration motor is shorted, both quite possible. My guess is that the installation is corrupted and it is getting stuck at boot at a step with the vibration.
Please simply boot another OS via microSD card. Rough steps:
- Prepare a microSD card as explained on the wiki
- Insert the microSD card into the phone (top slot, card inserted all the way)
- Hold the "RE" button
- Power on the phone while still holding "RE" (30-60 seconds), it will boot into the microSD card if it is flashed and inserted correctly
- Overwrite the eMMC installation

I would recommend you to flash https://github.com/manjaro-pinephone/pla...e/releases (select the image for the Pro, not the regular PinePhone).
