I made the same mistake of buying a Pinecil together with PinePower and it kept rebooting for me as well. I bought a new, different power supply with DC connector and that fixed it.
Perhaps I will be able to use PinePower for some other project, so hopefully it won't be a complete waste of money. Pine64 should add some kind of warning on their store page!
