I had similar problem and was about to throw my PPP against the brick wall behind me thinking that would be the best fix . But then I found the Installer Version of Mobian and gave this a run .Bingo !

Using this I managed to get Mobian installed when nothing else would ( similar issues to yours ).
I am not sure but postmarket OS may have an installer version as well so you could possible go looking for that if Mobian is not to your liking .
Anyway I am fooling around with Mobian working ( sort of) on the Pinephone Pro that I was about to bin . Hope this works for you .
