If you compile it by yourself,
please ensure that all needed dev libraries
are installed first. At the end of configure emacs
will tell you mostly what he will use and what is
missing. It’s worth to dig into the options, especially
if you live inside emacs as I do
BTW: Emacs 27 will be released soon. Better write down
your config in case you want to switch in the future
