set youtube video to the lowest resolution.

your best bet is youtube for kodi right now. kodi supports mpeg2, vp8, vp9, h264 (8 and 10bit), and h265 (8 and 10 bit) hardware media decoding.

when we have vaapi support for hantro and rkvdec, then hwaccel will work on youtube etc. on firefox+wayland and chrome+vaapi patch.
