Windows 10 IoT is an empty shell for running microsoft visual studio-code for IoT appliances. There's no reason why you should ever put something that onto a laptop or tablet unless you everything about life.

Windows 10 arm edition will only support the Snapdragon line of SoCs for the near future, so I guess you won't see anything Windows 10'ish with a desktop manager running on a Pine-board for a long time.
