Yes, I had this problem but long time ago. Finally I got angry and I compiled my own kernel and created my own initramfs that can be reused with any kernel. It's also very small.
I'm not sure how to help you as afaik Devuan uses sysvinit instead of systemd. The problem probably lies in initramfs not loading display modules or not doing this early enough.
If you recompile kernel, with display modules I mentioned baked in, you should not have these problems.
