Debian 9.9. A lot of custom work has gone into this image, so there really wasn't time to update it for Buster.

Is this a boot from sd with flash to emmc image ?

No, the boot order for RK3399 is SPI, eMMC,  .... SD.
But we're working on booting from SD prior to eMMC now.
