I strongly doubt the CD-ROM contains working drivers for Linux aarch64 anyway. Probably not even Linux x86_64, only Windows and maybe macOS.
Also note that the builtin WiFi on the PineTab2 should work with current kernels and you should not need an external dongle at all (unless you want to use some specific feature like "monitor mode" that needs specific chipsets).
