PCIe 12v power issue

I'd like to supply vcc12v pcie from external power, is it possible to remove Q13 (page 27)? and where I can find the top/bottom silk file (to locate Q13 component).

@dlan17, the PDF you referenced is for the single board computer, RockPro64.
This is the forum for the laptop Pinebook Pro. Same SoC, (System on a Chip), but totally different board design. Which device was your question for?
