Ubuntu Touch no VOIP support for USA ?

I have a degoogled phone that works perfect in the USA, however, I had the option to dual boot this device into Ubuntu Touch linux. So after quite a struggle it finally worked and it runs. The problem is it finds both my SIM but it will not connect to mobile data. When I reported this trouble to the help forum they said it works as expected. They said that because UT does not support VOIP (yet) and its a requirement that is enforced by the UsA carriers. My questions is, Is this true ?
