Yes, you should be able to use the rk3399 flash tool and a USB A to USB C cable to flash the emmc. There are even images on the Software Release page for this.
Can I just plug the usb c into the pbp port and the usb into my windows laptop? Or do i need to open up the pbp?

I believe this is done using the little Recovery button on the inside (verify this on the PBP wiki page, though.) After placing the PBP into MASKROM mode, you should be able to connect it to your Windows computer, using the USBA-to-USBC cable, and then flash with the RK flash tool.
