It also seems to matter how long the power is off - I haven't checked systematically, but auto-start seems to be more reliable if the board is unplugged for more than a minute or so. Does that make sense?

Did you manage to find a solution? I have the same issue, only my board never auto boots after re-powering, not matter for how much time I unplug it. The green LED next to the power jack lights up, but the ethernet NIC lights don't. The only way to start it is by pushing the power button. I'm also using the 12V 5A PSU from the Pine store.
