It's the Orchis theme by Vinceliuice. I enjoy his various themes. He does both gtk and kde themes.

How do you add that app launcher on the bottom?
I tried installing several of these themes and made sure to make it change the default layout but it doesn't show it. I can't find any such widget either.

It's the dash-to-dock gnome extension.  In the extension settings you can move it to the left hand side like I did. The default setting is on the right hand side. Also! There is a floating dash-to-dock that makes it look like the top panel. I just recently installed that one as i like the look and feel of the floating panels/dock.

Thanks! I tried installing/looking it up on the manjaro widgets/plasma style/theme menu but couldn't find it. How do you set it up in manjaro?

You need to install the gnome desktop environment. You're using the KDE plasma desktop environment. If you want to achieve something similar in KDE you can install latte dock and configure that. I haven't been on Manjaro KDE for a while and not sure of the status of latte dock. But the beauty of the latte dock is you can add plasma widgets to the dock including menu launchers and achieve something similar. You just need to drag the widget onto the dock.
