I took the lazy man's route while real wizards figure out the Mobian fix: I installed the OpenSuSE Phosh distribution to my eMMC drive. The keyboard works fine plus the Fn key + F1...F10 keys produce the expected special characters.

Just as a data point, I continue running the target-installed from unstable 5.17 (lazy illusionist approach I guess, less work than flashing a full system), and I do not miss anything or see any showstopper bugs (caveat: I do not use the modem at all)
I guess it is slightly more work to do now that apparently the signing key for the repository has expired (or so apt tells me)…
