I've find out that boot fail happening only if PCI addressees getting assigned by cpu0, cpu1, cpu2, cpu3!
If I get lucky (or disable cpus 0-3) and PCI address assigned by cpu4 or cpu5 - it will boot every time!

But how do i assign PCI address only by some specific cpu?
