I always try the simplest answers first.

I had the board running without the battery and the USB devices were still receiving no power. When they started working again I still hadn't put the battery back in.

I left the board turned on running on DC for a few hours and at some point it went from not working to working. I'm really at a loss for what the issue or resolution was.
