Yes, you should be able to use the rk3399 flash tool and a USB A to USB C cable to flash the emmc. There are even images on the Software Release page for this.

[/url]You will have to open up the case, because you need to put the PBP into MASKROM mode. I believe this is done using the little Recovery button on the inside (verify this on the PBP wiki page, though.) After placing the PBP into MASKROM mode, you should be able to connect it to your Windows computer, using the USBA-to-USBC cable, and then flash with the RK flash tool.

That site is to flash firmware to an android. it will work for the ubuntu image and for linux?

It should be capable of flashing the Ubuntu image. The Firefly wiki noted that it's primarily an Android tool, but has and can be used to flash Ubuntu.
