It will ship to the EU. There are shipping costs of approx Euro 30 associated with shipping (you will get a exact quote during order). As for customs tax - this depends from one country to another.
The question is, do you ship from any EU country or not? If you ship from none EU Country then there will be customs tax for sure.
The shipping policy on the shop site site states that "Our goods are shipped out from our shipping facilities in China.".
