The one 'special' thing that PhoenixCard does (and that's why some people think it's a requirement) is adjusting the partition scheme to the size of the card where you want to flash the image to. Therefore without a Windows VM you're lost at the moment.
An alternative would be the Pine folks talking to their developers to implement a dynamic partition resizing mechanism on first boot and to provide an 4GB image that can be burned the usual way (WinDiskImager, Rufus, dd on Linux and OS X)
