in android world, don't forget bootloader, which is locked with signing keys even when oem unlock is activated. and many devices do not even allow oem unlock to be activated. oem unlock is partial unlock.
Yes, Fully unlocked and documented, RISC-V is already available in the Pine-Tab but the Bluetooth has no working driver.
That is the problem, we need fully supported hardware which is designed to help the user and not in any lock them out, but we also need enough users including a critical mass of devs who understand the special issues related to mobile and power consumption, a situation we had when Nokia was supporting a Mobile Linux Distro and making(closed blob drivers) linux compatible mobile hardware.
I have a 2013 Android tablet running an alternate ROM, if we get a RISC-V phone/tablet can match it's performance and battery life and everything works fully using only FOSS drivers I will be very happy. I also want great durability, like Nokia grade, or at least availability of military grade hard/soft drop 2-3 meters to hard stone case.
