Additional language support

Hi, I'm new to Debian but more familiar with Ubuntu. In Ubuntu adding additional language and input method can be done via GUI. Is there a similar way in the built-in Debian? I added the locale (zh-TW-Big5 and zh-TW-UTF8) but neither Firefox and Chromium can display Chinese characters correctly and I couldn't find how to add Chinese input methods. Is there anyone can help please?
