Graphical boot manager

Hello,
I've been thinking about buying a Rock64 for LibreELEC, Lakka and even possibly a full Linux installation for the family to use as a secondary computer on an emergency like a broken or forgotten tablet/smartphone.
In order for it to be practical, I would need it to have a graphical boot manager (like NOOBS or PINN) from which I could change the OS to boot using either the TV remote control (is CEC available for Rock64?) or using a small keyboard with touchpad that I keep in the living room near the couch.
Is this possible to achieve?
If so, how hard would it be to setup? Any howto's?
