With Rastrack I went with users as much instead tracking serial numbers. 

As for accuracy I left it to the user. The website recommends to do it to the postcode which puts it within about a street accuracy, Some people put in the town instead which is fine and others do Lat Long via Geolcation.

It also uses IP Geolocate which does it to about town level instead.
