For EU, it will depends on when we provide the address to EMS system and whether the system accept the shipment order. We knows that England, France, Germany, and Norway have high acceptance rate.

Simple answer, from PRC to US shipping charge is the lowest, my guess due to there are very heavy shipments between PRC and US that push the cost down. Just observe Remix and CHIP KS campaign, both also shipped out from PRC and shipping charge to US are the lowest.

based on your experience, will it be a problem to ship/import 3 pine A64 at a time (est 120$) to the US? i really do not want to pay another custom/duty/tax.

Most of the time, should not have problem. However, sometime can be an unlucky day.

I just got a UPS notification that my shipment from "PCH/ARGENTS" is due for delivery tomorrow. I'm excited to have my Pine64s plus add-ons!
