As far as I can tell in my testing, Chatty does process the MMS and it shows up in the appropriate conversation. More like a "it is still downloading the MMS and sends a cannot process"

I get this one when my Wifi is ON and connected to my house network. I just turn off the Wifi and the message is sent. I have noticed this for a month or two. I was thinking my updated "pie hole" was blocking the out going messages.

Unfortunately, no matter how long I wait, whether using wifi or not, I never receive the mms even after restarting the phone and/or modem.

What modem firmware do you have? Stock or Biktorgj?
What ADSP Version do you have on the modem?

ADSP version is the binary files that talk to the towers.
Modem firmware is located in user space on the modem and it talks between the ADSP and Phosh or modem manager.

I have
EG25 Firmware: Biktorgj 0.8.0
ADSP Version: 01.003

Have you done a full system update?

Did you use the latest image from Danct12? 
(I have not tried his latest release, I just keep my phone updated)

I don't understand what the issue is. Maybe it does have something to do with using T-mobile through Tracfone? I don't see how it would though.

Tracfone is Verizon[1], so maybe try different APN settings[2]...

I am having good results running Mobian sid weekly.  Yes if you use the phone carry a battery, but if you can keep it on standby(set it to go to standby 1 minute on battery) you can get a full day on standby with a few short calls.  Web apps fill out many missing functions, but I also do not get MMSs I have the correct settings, but I guess it is not a major deal to me.
You will find guides for workarounds under my account name for openVPN, fixing the PPp modem issue, reading QR codes, and other little hacks.
As for power there are ways to do it, exploiting the audio hardware buffer, partial CPU mini-wakeups etc that have not been implemented.

If tracfone is really moving everything to Verizon, you may need to use ADSP 01.002[1].
