Correct.

It suspends, then pops back awake in a few seconds, to the lock screen.

Happens sometimes if you put it to crust mode and immediately put it in your pocket.
Best is to wait a couple of seconds before doing that, and make sure you won't touch the power button, since that's the only input device that remains enabled while under crust.
