1.5A is the typical limit that most kernel/distros set.
It is up to yourself to change the values, if you want something different.

There's a very good reason for the 1.5A limit, it's according to the spec. From USB article on Wikipedia:

• Battery Charging Specification 1.1 Added support for dedicated chargers, host chargers behavior for devices with dead batteries
  
• Battery Charging Specification 1.2: with increased current of 1.5 A on charging ports for unconfigured devices, allowing High Speed communication while having a current up to 1.5 A and allowing a maximum current of 5 A
  

USB-PD allows safely negotiating a higher voltage and current. Playing around with kernel voltage limits via sysfs isn't ideal, which is why I asked about people's experiences with the PinePower.
