Thank you for being willing to work with me this early morning on this difficulty. i enjoyed helping you try to narrow down what is going on; just a quick update:
It is normal (when the red light goes out on a powerdown) for the PMIC to remove the 3v3 from pin(1) of the PI buss. So, in order to measure the 3v3 on pin(1) you will need to catch it when the power LED is on red.
Honestly, I am 97% sure that if you get the 5v 2.5A version of the power supply you have now, it will boot fine.
