Is HDCP absolutely needed?

My odroid c2 has HDCP disabled and Netflix works on android.

Without Widevine DRM, Netflix works only with low resolution (no HD), even when HDCP is turned on.

On another android box (without HDCP), Netflix works too (only SD resolution).

For HD resolution you need both Widevine DRM and HDCP. Without Widevine DRM, HDCP is useless.
