something to also try adding to your troubleshooting checklist: flip the usb cord 180 degrees and plug it in. i forget the specifics (i believe it's due to the physical port itself, maybe someone smarter than me can fill in those details) but it was discovered years ago that some usbc peripherals/cables only worked with the PBP when plugged in in a specific orientation.
it may also be worth looking up and verifying that your usbc>hdmi adapter does support DP alt mode.
