Unfortunately charging a battery by a battery doubles the efficiency losses. Due to heat dissipation as a result of transition resistance, the losses while charging a battery amount to 20% depending on hardware and current.
Your proposal would reduce the overall charging efficiency to 60% which is a really demotivating number when you have to pedal the power into your pinetab yourself...

You are right. It would involve a bufferdevice; i.e. an extra battery with the aforementioned setbacks...
