That is a very specialized (but very awesome!) use case. Though I agree with the basic sentiment about defaulting to startup for servers and stay shutdown for tablets, I have no idea where this particular characteristic comes from in our case.
It sounds like, as dachalife suggested, you may want a little bit more self-crafted hardware to maintain that 5v at traffic lights and such. But this "feature" is going to be a pain for you, for sure.
