Incorrect keyboard behavior for X11 apps (like Java)

When I run Java-based apps or apps other frameworks under Phosh/Xwayland, the keyboard input doesn't work as expected.  For example, in a Java JTextField, the backspace key generates an "=" symbol, and many keys do nothing or result in punctuation marks.

Does anyone know what the problem is, and how to solve it?
