For EU, it will depends on when we provide the address to EMS system and whether the system accept the shipment order. We knows that England, France, Germany, and Norway have high acceptance rate.

thanks Simple answer, from PRC to US shipping charge is the lowest, my guess due to there are very heavy shipments between PRC and US that push the cost down. Just observe Remix and CHIP KS campaign, both also shipped out from PRC and shipping charge to US are the lowest.
