What needs to be done: certification approval, license, etc? Is there anything backers can help with?

In general, it is must easier when Google make the first move. If anybody knows the Google Auto team well, please make an introduction.

Have some friends with professional connections//contacts; working on it.
This is my end-game/goal with this device. Maybe used in conjunction with more/other devices, still working out the details.

+1 for me as well please. A carputer was the main reason I bought the Pine.

There is already a temporary solution for this. The App is called Headunit for AA. It is a reverse engineered version of Android Auto that runs on a headunit. It is currently available on the XDA app store, and costs about $10. People are currently using Android Tablets in Host mode with an OTG-Y cable and connecting the phone.
