Blue (boot) light continually blinking -- why?

I am seeing the blue (boot) light at the upper left of the screen continually blinking.  It does not go out.  Does this convey a message?  If so what?

Blinking at roughly 2x per second, estimate.

Which OS? Phosh on the PinePhone has a blinking blue LED to indicate unread notifications. Unfortunately the 'about to suspend' notification means you can't reach suspend without there being an unread notification, and since the blink is a GPIO action the LED will remain in whatever state the GPIO was in when suspend occurred.
