Where is the settings tool or how to install It? In the latest weekly omg that I installed on the SD, cannot see it

You will have to find an older img file to install.
Once an image with the Settings app is running, then the apt-get dist-upgrade command can not be used until further notice. We have to settle for apt-get upgrade until critical packages are no longer nominated for deletion with no replacement, and packages are no longer held back from upgrade.
Look for org.gnome.Settings.desktop in the /usr/share/applications directory.
