Did the pinephone 1.2a board undergo certifications?

PCB v1.2a is identical to v1.2 with two components removed replaced. There was no need for the device to be re-certified again.

Just out of curiosity, do you know what makes a change significant enough to trigger recertification?

Any change to major components (ICs, transformers, antenna design) that leads to different functioning or specifications. There's a bit of info on this page for a company that helps clients certify (there is a section or two specifically mentioning licensed devices like mobile phones):

Thank you. That makes sense to me that the FCC, at least, may be satisfied as long as you aren’t doing anything to the radio or maybe likely interference sources.
