Yes, it appears that way to me as well. There is the BT icon on the top panel of Mate with a drop down menu. I clicked around on a few of the menu items when I first set things up, and it appeared to not really do anything. Since I didn't have any BT devices I wanted to use at the time I didn't pursue it, as I assumed it needed further attention to enable it, when the time came (now) .
It is entirely possible that I overlooked a readme somewhere, but I don't recall seeing anything like that on the desktop.
