I don't think proper tests of power consumption have been done, however some educated guesses could be made.
The RK3399 pulls about 6 watts at max load. When idle, it will pull a small fraction of that. With all the screen off, the power consumption of all the other components is negligible. Combined, it's probably no more than 6W, and likely a fair bit less if you have WiFi+BT disabled.
With the screen at full brightness, you're probably looking at 10 watts at most. I don't have the display panel datasheet on hand, but 4W is a reasonable (though a bit high) estimate based on other datasheets I do have.
