there is debate about what beta is or not. but in the end it does not matter is pinephone's o.s. alpha, beta or stable software, because pine organization guarantees only hardware and not software. essentially, software is up to the community.
btw, i understand beta as software basis is there and there is not going to be huge changes, but still it is not guaranteed to work.
