When your external hard drive is not detected in Windows Explorer then you may check it in the Disk Management. To check & repair your Toshiba hard drive, follow the below step:

• Type disk management in a search bar & right-click on unallocated space and select “New simple volume” >> “next”
  
• Choose the volume size >> “next” again
  
• Assign the Hard drive letter & path >> next to complete the process
  

• Next, click on “next” >> “new simple volume” >> “finish” option
  
• Wait until the process finishes.
