ROCK64 Custom OS / Bootloader development

It appears that BootROM will load the first 3960 bytes (0x40 to 0x4000) for stage 2, is this correct? Can anyone point me to source code for or a binary of idbspl.img or idbloader.img so I can examine a typical stage 2?
I am interested in developing my own OS from scratch, so I would like to write my own stage 2 bootloader and proceed from there.
