Bluetooth CSR8510 not working with Rock64 Android 7.1

I have the CSR 8510 USB dongle plugged in directly to the top USB port of the Rock64. Using Android TV, there is no response. When I click the Bluetooth button in ATV, it slides to on for about 10 seconds then reverses by itself and slides back to off. It doesn't matter if it is in the top usb, bottom usb, or in the blue usb 3.0 port. None of them work with the CSR8510. There is no error message or anything like that in Android Tv.

Does anyone know how to get the usb dongle to work?
