For media (video) playback... yes, Android is the way to go... Luke will be able to say what version best... pretty sure it's the Android 6.x series from ayufan though for best performance.
For headless server use, I swing between ayufan's xenial minimal and the Armbian builds depending on how reliable I want my pine64

There is a openHAB 2 image that's ready to go... and there is mention of other people running home assistant on the pine64, so it should certainly be doable.
