received a response from Fuzhou Rockchip Electronics co.- they said 2160p60 (4:4:4) is supported in the RK3328, however there are some TV compatibility issues.

Also, I just realized that if I keep the text B&W (or grayscale), that I shouldn't notice a difference between RGB and YUV420.  It's only colored text (or background) that would look funky.
