Right; if your application is doing something, it's using CPU.  The biggest difference (to me) is that for some android applications, it would be nice to have them doing something in the background, but they can't.  And lately, the operating system will even kill tasks designed to run in the background.  Very frustrating.  But it makes people who single-task feel that their phone is faster.

I always expected the android approach to be less efficient.  But with todays bloatware and virtual memory, maybe it's a wash.
