Maybe there's a process running in the background that's consuming power despite the suspend mode. Thinking about it, that constant drain even while "charging" suggests the charging circuit might be struggling. Is there a way to measure the actual charging current? Perhaps the voltage slope isn't high enough to overcome the drain, even with the charging indicator showing.
