They are both aiming for mainline kernels and no libhybris/Halium (and also no Android fastboot). Dawndrums also open hardware, they already released the schematics of the current prototypes. The kernel mainlining effort for the SoC they both use (RK3588S) is coordinated at Collabora, and a lot of stuff is already mainlined by now. But as far as I know, even the downstream vendor kernels from Rockchip do not require any Android HALs.
If PINE64 wants to do an updated PinePhone Pro, it would be wise for them to pick the RK3588S SoC as well.
